since 2008

ILOCOS CENTER FOR RESEARCH, EMPOWERMENT, EMPOWERMENT, AND DEVELOPMENT (ICRED), Inc. has been in the forefront of providing services to vulnerable communities in the Ilocos Region. Used to be known as Ilocos Regional Development Center (IRDC) from 1988, ICRED have reached at least 50 municipalities across three provinces providing humanitarian aid and development programs and projects as a catalyst to th empowerment of communities..  

What We Offer ?

ICRED's core program provides wide array of services and programs contributing to the empowerment and increased capacity of farmers, fisherfolks, indigenous peoples and women in resolving their social, economic and political problems.

Organizing, Education and Training

We aim to raise poor farmers and fisherfolks' capabilities and competencies in identifying, handling and resolving causes of their vulnerabilities through organizational empowerment, by way of community-based education and training.


Advocacy Research and Publication

Engages on production and propagation of research and studies on poor farmers and fisherfolks in the region. We aim to equip the basic sectors with concrete data and practical insights to be used in alleviating their socio-economic conditions. This also serves as bases in forwarding sound policy recommendation to policy makers.

Socio-economic Projects

We aim to raise the scientific knowledge of poor farmers and fisherfolks for them to provide solutions to any crisis whilst promoting dynamic partnerships of donors with the service communities.
