DISASTER EVENTS AND EMERGENCIES BULLETIN NO. 2023-06

Situation Overview:
Typhoon Egay (International name: Doksuri) has exited the Philippine Area of Responsibility (PAR) but rainfall has yet to cease as the Southwest monsoon continues to affect the region. Situational reports from the communities and government institutions have continued to pour in and described the impacts of the super typhoon especially in Ilocos Norte and Ilocos Sur.
As of July 29, 2023, 8:00 PM data from DSWD-FO1, at least 92,928 families or 417,292 individuals were affected by STy Egay across the three provinces of Ilocos (Ilocos Norte, Ilocos Sur, and La Union. Currently, there are 4,196 families or 17,057 persons inside evacuation centers (EC) across the Ilocos region while 13,630 or 64,715 persons are outside ECs.

Severe flooding in different areas was also reported. In La Union, there are 77 flooded areas (25 have subsided) whereas 2 areas (Rimos 5 in Luna and Sitio Nagpanawan in Alaska, Aringay) have been severely flooded. In Ilocos Norte, areas including Laoaog City and other areas prone to flooding have been submerged while in Ilocos Sur, low-lying areas in Vigan City have reported severe flooding including Brgy. Capampangan.
With the initial impacts of STy Egay, both the Provincial Government of Ilocos Norte and Ilocos Sur have declared a State of Calamity.
Impacts of Disaster Events and Emergencies:
The affected families/persons indicated above are located in 75 cities/municipalities comprising around 97% of the total number of municipalities and cities in the three provinces. As for the barangay data across the three provinces, almost half (47%.13) of the total barangays were affected. Both Ilocos Sur and Ilocos Norte declared that all of their municipalities/cities were affected by STy Egay while in La Union, only two municipalities were reported to have not been affected according to DSDW-FO1.

10 casualties were recorded in Ilocos Norte (4 persons) and Ilocos Sur (6 persons).
Some areas were reported isolated during STy Egay. In Ilocos Norte, the municipalities of Vintar, DIngras, Piddig, Paoay, and Solsona have reported areas that have been isolated due to overflowing rivers or landslides.
Communication, Transportation, Electricity and Water
Transportation. In Ilocos Norte, 6 roads including Isic-isic-canaam road in the municipality of Vintar remain non-passable. All of these roads are non-national highways but municipal and barangay roads. In La Union, 1 unpassable road was reported.
Communication. In Ilocos Sur, 10 municipalities suffered from disruptions in communication for at least 2-3 days. Reports on affected communication lines for almost 2-3 days were also reported in Ilocos Norte including Pagudpud, Adams, Dumalneg, and Nueva Era.
Electricity situation. Aside from the damaged 69-kilovolt transmission line in Pasuquin, Ilocos Norte which caused the blackouts in the Northern part of Ilocos Norte, several power interruptions were reported by the 3 provinces.
In La Union, at least 167 barangays were affected by power interruptions. Only 152 of them are restored. As for Ilocos Sur, 24 municipalities were affected by power interruptions due to STy Egay while in Ilocos Norte, only 22.72% of affected areas were repaired by Ilocos Norte Electric Cooperative (INEC), and estimates that it will be able to fully repair the damage by today.
Water. In Pancian, Pagudpud, it was reported that the water supply for the community was affected by STy Egay.
Infrastructure Damages
According to the initial reports from government sources, Ilocos Sur has recorded at least 1.1 Billion which also includes infrastructure damage covering 49 roads, 7 bridges, and 1 spillway. As for Ilocos Norte, at least PHP 2,845,660,900 amount of infrastructure damages were recorded including damages in Laoag International Airport (PHP 300,000), Roads, Bridges, and Flood control (PHP 1,017,603,200), Provincial roads and bridges (PHP 71,450,000), Provincial buildings (PHP 28,260,000), and others infrastructures in municipalities (PHP 1,728,047,700). In La Union, they have recorded an estimate of PHP 295,000 in damages to infrastructure.
Aside from these, DSDW-FO1 reported at least 13,830 partially damaged and 320 damaged residential houses across ICRED’s AOR. The majority of affected houses were reported in Ilocos Norte and Ilocos Sur.

Impacts on Livelihood
As of July 29, at least PHP 366,629,969.08 worth of agricultural damage was estimated in the provinces of Ilocos Norte, Ilocos Sur, and La Union which includes crops and livestock loss. For Ilocos Sur, an estimated PHP 116 million and PHP 32.5 million worth of damage were reported for agri-fisheries and livestock respectively. As for Ilocos Norte, it is shown that at least PHP 108,843,205 for rice, PHP 31,962,882.08 for corn, 7,990,413.50 for HVCC, and 32,021,245 for livestock and poultry.
As for La Union, an overall estimate of 37,213,222.50 agricultural damages were reported. Aside from these, an estimate of the loss of income of at least 16,522 registered fisherfolks affected by the typhoon amounts to PHP 12,391,500 to 24,783,000 (based on PHP 150-300 daily income from July 24 to 29).
Other damages including agricultural facilities were also reported. In Ilocos Norte, at least PHP 394 million worth of damages to irrigation facilities were recorded according to the Provincial Government of Ilocos Norte (PGIN).
Initial Responses:
Initial responses documented by ICRED came from LGUs/NGAs’ preemptive evacuations, search, and rescue, and emergency relief operations.
In Ilocos Norte, PGIN conducted rescue operations in 7 critical areas of Laoag City including Brgy. 43 Cavit, Brgy. 29 Luzong, Brgy. 54-B Camangaan, Brgy. 35 Gabu, Brgy. San Lorenzo, Brgy. 44 Zamboanga, and Brgy. 48 Cabungaan. Aside from these areas, rescue ops were also conducted in Badoc, Dingras, Paoay, Batac, etc.
In La Union, PG-La Union has provided a total of PHP 4,315,243 worth of assistance to affected communities in the province. ICRED’s disaster network across the three provinces has started to conduct calls for donations including religious institutions, people’s and sectoral organizations, and business institutions.

Call for Immediate Aid to affected communities in Ilocos Norte, Ilocos Sur, and La Union:
We call the provincial government units and government agencies for immediate aid to communities in dire need. As calamities compound the socioeconomic burden of the vulnerable communities, it is high time for the affected areas to receive immediate, appropriate, and sufficient relief aid.
